Kingsway parade near Stoke Library

Looking down Kingsway here, reassuringly we can see virtually no change at all from one century to the next. Stoke Library is thankfully unaltered, too. But what is this parade? We see a soldier on the left, appearing to be wearing Great War uniform - and an apparently Japanese theme. I'm sure someone can help with this....
